They knew, because they were students of history and since they were writing a document for the FUTURE, that weapons would evolve, just like everything else would evolve due to technological improvements. The framers, for instance, had no possible idea that computers would be invented and that we would be debating what they wrote on the internet, but I can say with absolute certainty that this debate, they would say, is protected speech.
