This seems like it will be a pretty simple, open-and-shut case: States that are doing their best to implement the law in good-faith are reporting even-lower-than-expected costs. States that are trying to exercise a political agenda by sabotaging the program are reporting dramatic cost increases. Seems pretty darn obvious what is happening if you ask me!
